Workplace Drug/Alcohol Prevention Services: Drug Audits

BDA has performed more than 120 program, collection, and laboratory audits since 1982 in the following areas. Its auditors are ANSII certified.

Compliance Audits
BDA will audit your program to ensure compliance with Federal and State regulations including Department of Transportation (DOT- all modes), Nuclear Regulatory Commission (NRC), Department of Energy, Department of Defense, Department of Education, and Drug Free Workplace Act programs.

BDA audits include any or all of the following program components, as applicable: policy and procedures including sanctions and appeals, training, contractor requirements, chemical testing programs including medical review and quality assurance, drug testing laboratories, the Employee Assistance Program (EAP), suitable inquiry (NRC), record keeping and protection of information, and inspections, reporting and audit. BDA auditors are ANSI certified for audits of NRC Fitness for Duty Programs. They have completed over sixty-five audits of regulated programs since 1990.

Good Practice Audits
These audits review those areas which are outside of or not covered by regulations, but which are important to the development and maintenance of a quality program. They may be conducted in tandem with a compliance audit or separately. They include, but are not limited to a review of policy scope and options, the content of the training material, impact of employee assistance programs, and a review of the formal in-service training programs established for staff involved in the training of personnel, collection and analysis of urine and breath specimens.

Laboratory Audits
BDA toxicologists will audit on-site and DHHS-certified drug testing laboratories. These audits cover all aspects of laboratory operation, qualifications of laboratory staff, and laboratory procedures with emphasis on forensic toxicology standards. Laboratories are audited against current Federal and Bensinger, DuPont and Associate standards. BDA laboratory auditors are certified forensic toxicologist who understand legal standards of evidence. Audit includes following a special specimen panel through the laboratory process. NIDA-certified laboratories will be audited under the provisions of 53 FR 11979 (Federal Guidelines), 49 CFR various (DOT), or 10 CFR 26 (NRC).

Hair Drug Testing Laboratories
BDA audits cover all aspects of laboratory operation, qualifications of laboratory staff, and laboratory procedures with emphasis on forensic toxicology standards. Laboratories are audited against current Bensinger, DuPont and Associate standards and include specimen accessioning, aliquot and digesting preparation, decontamination of the specimen, as well as screening and confirmation testing.

Specimen Collection Audits
Audit includes but is not limited to a review of all procedures and instructions relating to the collection of hair, urine, breath (and blood, as applicable) specimens, which are collected as a part of the program. The auditor reviews all steps of the collection process. For urine testing the audit would include "compliance challenges" regarding the temperature and appearance of specimens and administrative "fatal flaws" which cause collection or laboratory rejection, and "commercial challenges" designed to determine whether certain contractual agreements with collectors or the DHHS-certified laboratory are being met regarding such areas as testing the specimen for pH, specific gravity or creatinine.

Employee Assistance Program (EAP) Audits BDA Employee Assistance Program auditors evaluate program goals, staff credentials, training and experience, program accessibility, program awareness, penetration and utilization rates, case management including aftercare management and relapse prevention, selection and evaluation of third-party providers, program communication efforts, procedures, record keeping and confidentiality, and, if applicable, interface with management and labor including reports and return to work counseling. Audit includes extensive interviews with management, labor, medical, employees, EAP staff, and third-party providers.
